Based at the Universities of Oldenburg and Bremen, they now head digital data repositories for research: an interview.<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>You each head a digital data consortium within the German National Research Data Infrastructure (NFDI), one for energy research and one for biodiversity research. How important is data for research?<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Gl\u00f6ckner<\/strong>: You can\u2019t create knowledge without data. In this sense, the NDFI is an infrastructure for making science possible. Take biodiversity research: without comprehensive information on what is currently out there we can\u2019t know what won\u2019t or might not be there in the future. Or meteorology: when, during the COVID-19 pandemic, there were fewer aircraft flying around and providing data to be incorporated into weather modelling and forecasts, weather forecasts became less accurate. The problem resulting from such data gaps can basically arise in all areas, whether it\u2019s climate change and global warming or biodiversity research. The denser the tapestry of data we weave, and the more widely we make it available, the better the evidence-based information that we provide to policymakers will be.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>As a basis for decision-making in climate or environmental policy, for example?<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\">Yes. Data is fundamental, and we firmly believe that it should be available to everyone. This is why the NFDI is working to mobilise this data, store it in publicly accessible repositories, and grant access to those who may not be able to collect it themselves in such vast quantities and across such a broad range \u2013 people in the Global South, for example, which is also suffering from the effects of climate change and declining biodiversity.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Nie\u00dfe<\/strong>: For us, too, it\u2019s less about simply storing data and more about handling data as digital objects. This means that we put our researchers in a position to work competently with data. An example of this is jointly developed energy scenarios that are made available in digital form, thereby improving comparability. When it comes to publishing data, however, collaboration with industry can become a hurdle because economic interests, contractual obligations or legal requirements may conflict with the transparency principles of \u201cOpen Science\u201d. &nbsp;<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Gl\u00f6ckner<\/strong>: That\u2019s a key point. Unlike in energy research, we who work in the fields of biodiversity and climate research are in the privileged position of being able to make our data publicly available because it is a common good, collected using taxpayers\u2019 money. Things are different in areas like the energy sector or in medicine, where data protection is a factor.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>But despite having different topics as your focus, within the two NFDI consortia you lead you face common challenges\u2026<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Nie\u00dfe<\/strong>: That\u2019s right. Because ultimately this is about nothing less than a cultural shift. &nbsp;<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Gl\u00f6ckner<\/strong>: Exactly, we need a shift in thinking: the focus must be on the common good as well as the awareness that data and descriptive information in particular, i.e. metadata, should be published independently of any publication. We must embark on this path together with the scientific community and take this into account right from the outset \u2013 because data without context-giving metadata is completely useless.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Does that mean you have to, or have had to, persuade researchers as well?<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Nie\u00dfe<\/strong>: Yes, and that in itself shows that alongside the development of data services this is also about conveying the fact that research is changing \u2013 and how. That it\u2019s no longer about conducting research in a closed space, using a body of data and models that you yourself compiled, but about collaborative, data-driven research. That really is a genuine paradigm shift! And not everyone is on board with it. This shift will also require a generational change in some cases, and it will not succeed in every environment. \u201cMy data, my model?\u201d \u2013 I once chose that as a title for a keynote speech.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Gl\u00f6ckner<\/strong>: What you just described reminds me of my early days in the lab. Back then, the attitude was: my experiment, my data, my paper. No one thought about sharing their data with others. Back then, however, my entire undergraduate thesis still fit on a floppy disk, and my PhD thesis on a ZIP drive. Nowadays, however, the natural and life sciences generate vast amounts of data that could hardly be analysed by a single person on their own. Environmental research therefore likely made the shift you describe at an earlier stage.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Could you elaborate on that?<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\">Well, take a research vessel, for example. Everyone on board has to work together. One researcher records depth profiles, another gathers information using a camera on the seabed, yet another records seismic data, another carries out environmental physics research, and so on. In this kind of situation, they have basically always tried to interlink the data \u2013 in other words, to share it and make it available to others.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>You also head the PANGAEA data repository at the Alfred Wegener Institute and University of Bremen, which has provided a platform for precisely this kind of data and metadata for more than 30 years.&nbsp;<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\">That\u2019s right, in the environmental sciences we\u2019re in a rather unique position compared to other fields of research. Of course, not everything in environmental research needs to be made public straight away, especially in the case of extremely labour-intensive data collection over a longer period of time; to take this into account we offer the option of applying a \u2018moratorium\u2019 of up to two years to data. But we always operate in accordance with the FAIR principles: research data should be findable, accessible, interoperable and reusable.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Nie\u00dfe<\/strong>: In energy systems research we\u2019re also moving in that direction. The NFDI\u2019s specialist community approach is very helpful here. We need to understand the specific problems within the respective disciplines or interdisciplinary communities and then offer customised solutions. And we\u2019re gradually seeing that in other disciplines, too, the focus is also shifting from data ownership to data usage.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>NFDI4Energy and NFDI4Biodiversity have existed for different periods of time. How far have you come, and what milestones have you already achieved?<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Nie\u00dfe<\/strong>: We launched NFDI4Energy three years ago and have just submitted our first interim report. For us, the main focus initially was to understand ourselves and communicate to the scientific community: what potential gains does good research data management offer to energy systems research? We worked closely with consortia from previous funding rounds, looked at what services had already been developed \u2013 partly with an eye to adapting them to the specific requirements of energy systems research \u2013 and at the same time developed our own services.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Could you give an example?<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\">One example is the Open Energy Platform, which has been in development for many years. We have taken it over and are now adapting it to meet our own requirements. We also looked at what is happening in engineering and the social sciences and what we can use from these fields for our own researchers. Where can we make the added value of good research data management tangible? In other words, we have developed very specific examples \u2013 showcases \u2013 that illustrate in concrete terms how this enhances the work of individual researchers, making it more transparent and reproducible.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Gl\u00f6ckner<\/strong>: All this is happening at a time when attitudes towards data are changing across the board, not least because of the Trump administration in the US. Targeted budget cuts, restrictions on content and the deletion of information have meant that data suddenly disappeared. This has made it even clearer \u2013 not only to the scientific community but also to society at large \u2013 just how important data actually is, and that we can\u2019t simply assume it will always be there. In the environmental research community, for example, there was quite an uproar following the mass redundancies at the US National Oceanic and Atmospheric Administration (NOAA)\u2026<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>\u2026 which were accompanied by increasingly restricted access to its climate and environmental data, some of which you have now already secured through PANGAEA.<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\">Precisely. This growing awareness of the value of research data is reflected in the fact that leading scientific journals now require authors to deposit their data in public repositories as a prerequisite for publishing a paper based on that data. And I believe that the NFDI consortia have already helped to put the issue of data and its preservation higher on the political agenda. Now we need a fundamental decision from the EU on where it wants to be in ten years\u2019 time in terms of data sovereignty. &nbsp;<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Ms Nie\u00dfe, you are also the spokesperson for the NFDI\u2019s Strategy Committee. How important is a dedicated national data infrastructure at a time when research, researchers and data security are coming under growing pressure in some parts of the world?<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Nie\u00dfe<\/strong>: The National Research Data Infrastructure must become a permanent service. This raises questions about funding and staffing, but also about what happens if, for example, a partner in the network ceases to be part of it, or if a key piece of infrastructure is lost? The NFDI currently operates under a project-based funding scheme \u2013 which, however, is not conducive to maintaining a service in the long term. Following this excellent start-up funding, the cultural shift \u2013 and the subsequent transformation of the entire scientific system \u2013 requires long-term infrastructure-related funding.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Gl\u00f6ckner<\/strong>: We must therefore ensure that the core budgets of the relevant institutions are increased so that they can continue to provide this service to the NFDI on a long-term basis. That\u2019s the situation with NFDI4Biodiversity, at any rate.&nbsp;<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Nie\u00dfe<\/strong>: Fortunately, the current federal government\u2019s coalition agreement foresees the continuation of the NFDI on a permanent basis \u2013 what exactly this will entail is currently being worked out at the political level. The collaboration between our two universities within the Northwest Alliance can give us a significant boost in this regard.<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>To what extent do the research data infrastructure you coordinate and the associated expertise in Bremen and Oldenburg contribute to the excellent research conditions within the Northwest Alliance?<\/strong><\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Nie\u00dfe<\/strong>: In the Green Energy Transition research area which we are developing within the Northwest Alliance and aim to bring to a level of sustainable excellence, the fact that NFDI4Energy is based at the University of Oldenburg provides us with an excellent foundation for joint research data management. The University of Bremen is also on board, represented by the Bremen Research Centre for Energy Systems (BEST), among others. We are already working closely together; all stakeholders are connected and cooperate at various levels. I think this is a very good basis for excellent energy systems research.&nbsp;<\/span><\/p>\n<p><span lang=\"EN-GB\" dir=\"ltr\"><strong>Gl\u00f6ckner<\/strong>: In Bremen, we are in the fortunate position of being involved in twelve NFDI consortia, which means we have a wide range of expertise at our disposal. There is also the regional data competence centre DataNord. The University of Bremen and the State of Bremen are currently working together to consolidate its core structure on a permanent basis. We are already discussing how we can develop DataNord as a joint initiative of the Northwest Alliance. There are many things that don\u2019t need to be reinvented, and PANGAEA is another example of this. The basic infrastructure is in place, and I believe that with Oldenburg we are in a very good position because we also share many common research interests.
